GENERAL CONDITIONS:
Players must observe the rules and regulations as stipulated by QBSF.• This tournament will be conducted and played according to WPA rules and regulations and conform with IOC anti-doping regulations.
• No smoking is allowed for all players, officials and spectators at all times inside the competition venue.
• Tournament Director shall have the absolute right to disqualify a player from the tournament at any time for any breach of the event rules or for any other behavior which in the Tournament Director’s opinion is prejudicial to the good name of the tournament or its sponsors or promoters.
• Organizer reserves the rights to reject any entry as it sees fit.

Stage 1 players:
All players in good standing with their national federations are eligible to enter, upon accomplishing the entry form and paying the entry fee. Maximum number of the entry application will be 128 on a first-come, first-served basis.128 applicants will be guaranteed to participate in 1st chance tournament and 2nd chance tournament.
Stage 2 players
128 spots in the Stage 2 of W9BC are earned. Players gain entry through,
A) defending champion,
B) the WPA Rankings (the top 24 players in the WPA ranking system are guaranteed spots),
C) quotas by selection system of their continental federations,
D) qualifiers from Stage 1 qualifying tournaments,
E) wild cards of the WPA and the organizers.
ENTRY FEE
•Stage 1 players must pay their entry fee by the due date.
Entry fee for 2 chances -- QR 500 (US$ 138)
• No entry fee for stage 2 players.

Stage 1 players
The entry must be submitted the attached entry application form to QBSF thru the federation/association which applicants belong to, not later than June 10, 2010. The announcement of the player is confirmed after payment confirmation of the entry fee is received. Payments must be made at the accreditation desk of QBSF not later than June 18, 2010, Payment is guaranteed to participate in the 1st chance and 2nd chance tournament. No payment by the date, the entry application will be cancelled and deleted from the name list.Stage 2 players
The defending champion and the players listed by the WPA Ranking top 24 should report on participation or non-participation to WPA not later than May 15, 2010 through their continental federation that belong to. When there is non- participation(s), WPA must contact the next ranked player(s). WPA is requested to report these players’ names to QBSF immediately after confirmation. The other applicable players must be submitted the attached entry application form to QBSF by email or fax through the continental federation not later than May 18, 2010. TOURNAMENT FORMATS
• Stage 1 qualifying tournaments: Single elimination, race to 7, alternate break.
All applicants are guaranteed to participate in the 1st chance tournament and 2nd chance tournament for 8 qualifiers into Stage 2. In the 1st day, 1 chance group (128 players) will be started, then following 2nd chance group (128 players) will be started. 4 qualifiers from each group (Total 8 qualifiers) can advance to the Stage2. 1st chance tournament and 2nd chance tournament are organized for three days (see the scheduled time).
Qualifying rules for the substitute players:
Point System: Every player will be allocated points if a player finishes in the finals, semi-finals and quarter-finals. Their points will be as follows: Runner-up = 10 pts; losing in semi-finals = 5 pts; Losing in quarter-finals = 3 pts; The high points at the end of the 2 tournaments will be 1st reserve, 2nd reserve and so on. If any qualified players withdraw or do not appear at the limited time, they will take qualification for Stage 2,
There are 128 players in the main event (Stage 2) of the W9BC. In the group round, the players are divided into 16 groups of 8 players each. 4 players from each group advance into the Last 64 final round. 2 from winner’s bracket will
be seeded into Final Round according to their results from group rounds. 2 from loser’s bracket will be drawn randomly.
Final Round by the Last 64 to the Final, the competition becomes single elimination with race to 11 and 13 in the final. All matches are by the alternate break.
TRAVEL AND ACCOMMODATIONS
All players and officials are responsible for their own flight and accommodation expenses and food. The official hotel of the W9BC is Ezdan Hotel & Suites, Doha. This hotel offers special rates with a breakfast to players, guests and officials of the W9BC. Airport pick-up service for arrival and departure will be provided by the hotel.

CONFIRMATION OF TRAVEL
• You had better to check your visa with Qatar Embassy or the airline company as soon as you receive the visa from our organizer QBSF, if it requires the stamp on the visa paper.
The stamp might be checked from the airline at the check-in counter. Especially Chinese passport holders should take care about this procedure, because they had some trouble for boarding due to an incomplete document (no stamp) at the flight check-in counter in last year. Especially, it is necessary to note for the Chinese passport holders.

TIME-OUT
• Referee shall judge by a stop-watch.
SICKNESS TIME-OUT
• If a player requires a pause in play due to illness or potential illness they must immediately inform the referee or Tournament Director who will authorize a maximum 10 minute sickness timeout.SLOW PLAY
• No shot clock system in this tournament, however referee can warm players for slow play.RACKING BALLS
• A plastic rack sheet will be used for racking of balls to make perfect racking and save the time for racking by a referee.BREAK-SHOT RULES
•The following rules are to be an addition to the WPA 9-Ball rules.At least three (3) object balls must either be pocketed or pass the head string as a result of a break in order for it to be legal.
Any combination of the above (i.e. 1 object ball pocketed and 2 object balls passing the head string, or 2 object balls pocketed and 1 object ball passing the head string) is also legal. Regardless of whether any balls are pocketed if a player fails to earn the required rules, it will be considered an illegal break (this is not the same as a foul break as defined in the WPA Rules) After an illegal break.
1) Opponent has the option either to accept the table as it is, or hand it back to the player that performed the break.
2) In case the opponent accepts the table as it is, the player will not be allowed to perform a push-out.
3) If the table is handed back to the player that performed the break, the player is allowed to perform a push-out.
4) If 9-ball is pocketed in a legal break, the player wins the game. If in case of an illegal break, 9-ball is re-spotted before play is continued, then opponent has an option.
DRESS CODE
